Supreme Court, Hongkong,

13th. February, 1909.

Your Excellency regrets that I should ask that the matter be re-considered by the Secretary of State in view of the voluminous correspondence which has already been submitted to the Secretary of State. I have the honour to remind Your Excellency that I administer the King's justice in the Colony, and for such purpose I represent His Majesty. If in the course of the administration of the civil affairs of the Colony an order is made which interferes with the administration of justice which I cannot alter by the usual method, it is my duty to make the strongest representation possible to that end;
